Same as about 90% of all to (targeted loot), challenging countdown, set to backpacks. And buy exotic caches from the countdown vendor every few runs.
That'll give you your best overall chance.

if you are starting out

that's what I do.. it goes up like crazy and you get tons of loot as well

It's been labelled as a "story DLC," so most likely just some new missions in a new area. Doesn't sound like devs want to make survival, as it's already been done for Div1. I know everyone has massive rose tinted glasses when it comes to survival, but imo it's an overrated mode and was not hugely popular among the overall playerbase. Personally, I don't think survival would have the same atmosphere without the snowy blizzard anyway.

What does 'Damage to target out of cover' actually mean?

The enemy can be in cover, just like the player. But any time the enemy is not in cover, it will take the extra % damage.

I like to use something like the cluster mine to scare them out in the open. It rarely damages the targets, but just scaring them out of cover is a nice bonus effect 😉

Also worth noting that enemy heavies and Black Tick hounds are never in cover.

Well someone help me giving a suggestion, I currently have a strikers build with coyote mask and ceska armour and all are maxed including my main gun elmo, would I be able to kill enemies faster if I swap my strikers gearset with any other gearset and if so which one?

On paper snipers can kill faster because if they kill in one shot then its faster than full auto, but that build comes with more*, mostly enemy type, your skill to keep the bonus going and so on

Striker is the bread and butter that does nothing wrong for DPS

Rest of sets are mostly different flavours of it or more niche

So it comes down to how you want to play

You only need the DLC if you want to play through the story line of warlords and gain access to additional achievements, gear dyes, skill variants, commendations, collectibles.

You can progress to level 40 and enjoy all the other content that was once locked behind dlc ownership. I'll grab a link from a video rogue gold did a while back for new or returning players, it may give you some good tips

Once you hit level 40 you reach endgame. You'll be able to access game play systems and the newly revamped seasons model with a thing called global modifiers that'll change every new season.

Well pretty much the entire thing. Like I said, on some tries I get stuck in the middle in the robot testing room but sometimes I get lucky and make it all they way to the boss at the end of the mission.

I tried a combination of skills after watching a bunch of videos and using the guns with the most damage I have in my possession at the moment and tried different specializations weapon (so far the crossbow and the missile launcher). My armor is the defense with as much armor and health as possible

my goal is really to easily farm heroic .. everything else on top of that will be gravy! but it's definitely growing. I can feel it..I have maybe 10-20% more increase in weapon damage, headshot damage from perfected attributes and a few other things to juice up.. so I'm getting there.

I am new to the game but this is what I did.. when the branded sets opened up I farmed for Striker set.. it was easy and fast.. maybe an hour or two. I can tell you as someone who works in the industry and on triple A games, and my own game.. the level of detail and polish and experience they've created in this world is insane.. Every single time I walk down the streets, or alleyways, or go into missions, everything is so carefully crafted and detailed their level designers should all get insane salaries.

they are super talented not to mention technically savvy because in order to get this level of detail and density technical implementation has to be insanely fine tuned.

Take a look at Star Wars Outlaws for a better idea of how Div3 might look graphically. That's the most recent game released on snowdrop, developed primarily by Massive as well. With Warlords of New York and the upcoming DLC for Division 2 yes. The base game story of Division 2 doesn't heavily connect to the events of Division 1. But Warlords of New York is much more narratively connected to the events of Division 1 and the upcoming DLC I think will have some connections as well. Division 1 is a great game though. I think many would agree it has a better atmosphere/vibe with a more gritty tone, helped by the snowy setting and taking place mere weeks after the outbreak began.

You can use that advice for like, 90% of loot in div2.
the only addition for Exotics is to make sure you buy an Exotic Cache every 2-3 runs from the CD (countdown) vendor at the White House (BoO). It's a laptop near the helicopter, closer to the main spawn.

True but the way I look at it is that it’s a win win for them yes it would take a lot of what you said but they would be allowing players from all different platforms to play together increasing the speed of matchmaking which would grow the player base. Take Destiny 2 for example they added crossplay and cross save between all platforms as a result an increase in the players skyrocketed all though that’s probably a bad example because Destiny has a lot more players than the division.

It's fairly rare when a Named item will be flat-out better overall.

There is no actual max Expertise Level, currently it's on 28, but it goes up as they add more items.

Just a note though: the damage increase isn't as cut-and-dry as it seems. aka: it's not 25% for you.

personally i think it's a personal preference and probably something that's rampant in the DZ. that 28% might be the difference in living or dying to a rogue agent player

You'd have to math it out - figure out how much your 'weapon damage' bonus is (from red cores, spec points, rifle damage brands like overlord, etc). Add 100% to account for base, unmodified damage. Then add expertise to the total and compare vs without expertise.
Eg if you have 100% WD bonuses from everything, add base 100% to get 200%. Now add 25 expertise, you'll do 225% damage. Compared to the previous 200%, this is a 12.5% increase.

Depends what you're matchmaking for. Past Rogue Manhunt queue is dead. Had to run those solo, and some are pain in the ARSEnal to solo even at Hard difficulty if you're doing it for first time. Recruiter was epic but I died like 15 times with different builds
