You just need to do the last mission (the only thing you can do) of the first 4 manhunts to get those skills. The only one really used in PVE is EMP sticky, and even that is not really used too much. But yea, the manhunts are pretty decent.

Eh, yes and no. The damage imo is about on par with- once you got bonus armor up. But keeping it up for a fight isn’t hard. It gives you more mobility and you aren’t chasing after the tokens all the time. I wouldn’t be surprised in terms of peak damage a flatline build would be better, but I found that way too squish
