when considering two weapons for their base raw effective DPS without any attribute consideration (DPS= Damage per shot×( RPM/60). Should I consider Magazine size?

the two metrics people tend to use for dps weapons are burst dps and sustained dps, burst is more relevant because you want to kill enemies quickly in one mag, reloading is a big penalty

The two weapons I'm comparing one has an effective dps of 52, the other 31. However if I consider their magazine size the first ends up with 2500 while the one with lower dps ends up with 3000 per full mag. (aprox numbers)
