As most players need these materials, the easiest way is to make another player and rerun NYC (call for backup) then use those watch points to get the materials maxed out

You should reset the map first, by default a public execution is normally there.

21:00 to 05:00 is night, anything after that almost 100% won't count.

You are going to be refarming them anyway, there's more rewards for completing them on Lvl 3/4 (Chall/Heroic) than there are physical CP's in total.

well my advice would be to just not use that build, what you are doing will gimp your damage so hard that wont be killing anything properly and negotiator is great against mobs, i use clutch with it because the tag talent just kills mobs so i cna keep healing with crits

if you run with shield and healing drone, you have no damage from skills, no armor on your character just from the shield, and no damage from your guns, it sure is an odd choice of things

could just be me but i'm scratching my head to see the good side of that
