Claiming that a small % of people play PvP is baseless. First of all you don't know anything - you're just making it up. Simply due to the fact of you not having any actual numbers in front of you. Second of all you don't have a basis for comparison with other PvPvE games - maybe a smaller % of PvPers is the norm in games like this and D2's numbers aren't an outlier.

I could probably find a feature of the game you really like that a comparatively small % of people use. That's not an argument to not have that feature.

It's important to remember that Exotic guns in div2 are based off high-end weapons, what makes them useful are their talents and/or unique stats.

There are 28 exotic weapons in the game. The only ones I haven't seen people creating viable builds around are: Bullet King, Pestilence, Ruthless, Merciless, Sacrum, Dread. That's 6 out of 28 that you could call "useless" if you wanted to be really cynical. And I'm willing to bet someone would chime in and say they made one of those viable.

But even those weapons could make for interesting builds in various niche situations. Or even just run around builds at lower difficulty levels.

It's important to remember because the only thing making it "worse" is the talent on the gun. The base stats are the same (mods notwithstanding). So when you say it's "worse than a high-end" you're saying that there's no possible situation - at all - anywhere in the game, that this gun could be useful. In some cases that might be true but that's pretty rare all things considered. If the devs are thinking outside the box that's a good thing. Otherwise we'd be stuck with Elmos and Ouros across the board.

i think thats a matter of what your standard is for calling something viable.

talking strictly about DPS builds here, i would set the minimum bar at the performance output of a full high end standard red build. anything that has a lower clear speed than that is useless in my book. even if it can clear and do missions etc, its not good enough. and by that standard, most exotics are terrible

It's a PvE game so there's no "competitive" aspect to it. People set their own measurement of success for themselves which is what makes it fun for a broad spectrum of people. It's what allows you to have and enjoy your vapid playstyle while other people can experiment with more creative and interesting ones.

But yea I'll be waiting for the MMO or looter shooter game you've been working on to judge what inspired builds and balance looks like.

when i say uninspired i mean like this. almost all of the exotic talents are boiling down , one way or another, to a criteria-restricted damage buff. so in that sense you can easily compare their performance by doing the math, compare the damage bonus recieved and rank them so and so. then eliminate some who have difficult or overly complicated criteria, and you can easily determine "best in slot" equipment.

this is a core design flaw in the game, everything is just DPS numbers, rather than interesting mechanical features. there are of course exceptions to this, particularily with things that affect multiple targets. for example, regulus.

but generally speaking, most of the stuff are just +dmg behind an intricate ribbon with sparkles and saw dust

I find support builds to be pretty complex to run correctly. There are a lot of ways to apply your debuffs and prioritizing who/when/how is important.

Yeah, I forget which is "better" on paper but if you can ding headshots at like 75% or the time I'd go classic but if you are center mass spray em down CQB might be better. Talent depends on build and playstyle.

from what i can see it's heavily weighted towards burst dps, like high alpha damage or high burst will most likely stagger, but not 100% on this. it's one of the rare things i can't really strategize around for legendaries as it's so random, but even some of the more obscure things like OSP timer i have been able to discover facts about via testing so it's just a matter of time ig

Check out the event going on and learn how the season levels and menues work. Make some builds, you can check out #td2-build-advice for a spreadsheet that has a hole hub of tons of builds, incursion is 4 man and pretty hard for a lot of people.
