Fast Hands stacks last "forever," or at least until you switch weapons or they're used up in a reload. I.e., if you make one crit hit, you can wait ten minutes before you fire again and still have that stack.
Four stacks is really low; it would not be easy to notice a 16% increase in reload speed. I generally use it only when I am running close to 60% criticial hit chance (CHC) on weapons with 40-50 round mags. That means I can expect a stack of 20-25, for an 80-100% increase in reload speed, which is quite noticeable.

The actual content part of the Season Pass (the top tier) is all 100% free if you own WONY,
the lower tier (paid) is mostly just excess caches and cosmetics.

Last time I checked, the lower tier cost 1000 of the ingame currency.

Yeah, I just bought it the other day, it was 1000 of whatever that store currency is. It's worth mentioning that you can buy it even after you've completed the whole Season track and you'll just get a huge dump of all the caches and whatnot all at once. (If you don't have enough space for all the caches in your inventory they'll be dumped into the "Deliveries" section of your stash mailbox, IIRC.)

you don't really need to build specifically for that gun, just whack it on any crit build (and move some stats from CHC to CHD so you're not over cap) and you#ll be fine

I run the striker chest, bag, gloves, and kneepads. Since Chest gives strikers gamble a 100 stack increase making it 200 total. Bag makes weapon damage 1% instead of 0.65%. I also run the coyote mask. Solid dps with Elmo’s or chatterbox.

in easier content or just in general you'll find it much better to use a normal chest with obliterate. you reach the ceiling much faster (with 200 stacks you have to use acs-12 to keep up with the stack loss) and you build obliterate stacks at the same time as striker stacks

i only recommend striker 200 in organized groups in legendary to make full use of it

Protected reload only lasts as long as you are reloading. But if you’re looking for more armor little less damage heartbreaker is the go to for me. 1.9-2.0mil armor each bullet stacks armor. But I’ve noticed it’s not really practical as higher content such as heroic or legendary they still eat through the armor lol

No. I almost never use it, and I've been using it recently only to grind Proficiency on it. But I am happy with playing very carefully (and somewhat slowly); players who like to get things done faster may prefer losing the extra damage/distraction/whatever to help their ability to rush in.

Actually, can the bonus armour from that be effectively used to proc other things that proc from bonus armour? Intimidate is obviously better proc'd with Adreneline Rush, but maybe there's something else that procs from bonus armour?

Grants 0% of your armor as bonus armor to all other allies when they are reloading
Each blue core attribute adds 3% to the bonus armour

It appears to only work when you are reloading, so I can't imagine it'll help much.
Also, Intimidate is kind of gone now, it loses its stacks pretty much instantly. The old Intim/AdRush combo has gone the way of the dodo.

Proficiency levels are part of the Expertise system. There's an Expertise panel at the recalibration bench which I think should give you a help screen when you select it.
Basically, you need ten proficiency levels on a piece of gear to be able to start upgrading it under the Expertise system (these upgrades are fairly small, a few percent), and you get these by using the items or by donating items or materials. I don't do the latter (I see this as an opportunity to force me to use more different items) so I will end up using pretty much everything in the game.
This isn't something I'd worry about at the momemt; you'll automatically gain proficiency on the gear you use and you can come back to this later when you better understand the game.

It's not really about SHD level; it's about how well you understand the various parts of the game. From the questions you're asking, it sounds to me as if you've got a bit of study to do on gear loadouts, and you probably don't want to be spending resources to upgrade individual Proficient items until you know you're putting together loadouts that make sense for your style of play.
But maybe I've misinterpreted that, and you're fine with diving into the expertise side now. If you're not feeling overloaded with info, give it a go!

I wouldn't worry about that, as you play you'll get plenty more FAMAS rifles. "Ruining" an item via recalibration that you later realise isn't what you wanted is just a learning experience that everybody goes though, and you'll no doubt do it again a few times.

I doubt it's useless. Sub-optimal, maybe, but I use lots of loadouts that are no doubt even worse than yours. (Again, to grind Proficiency on items, because I don't donate.) If worst comes to worst, you can simply crank down the difficulty level slightly until you improve your loadout again.

It turned blue because you selected a difficulty for it to bring it back? Log out and back in again and I think it will revert to grey. Possibly even going from Washington to NYC or vice versa will do it.

Are you farming for an item or items of adequate quality, or the highest quality? Challenging with more directives will give you more targeted loot drops than Heroic with fewer, but Heroic will give better quality loot.

Yeah that's a bit weird. When floor 10 farming was still the thing party lead would have like 6-7 directives active but if you joined them some would be bypassed like pistelero active but all other than party lead would have ammo. We always got the xp though. Weird bug not getting it.

Yep, and change up items you use sometimes will help.
Crafting can get some items complete as well (like improvised items)

The slightly confusing thing is that there are two sets of levels here. Each item has Proficiency levels, and that needs to get to 10 to make the item Proficient, at which point you can upgrade it.
Then there are Expertise levels; every 200 Proficiency levels you do across all your items gives you an Expertise level, and that level determines how many upgrades you can apply to a Proficient item.

If you shoot them anywhere but the chest, they don't explode.
the legs makes them stumble, which is the best opening shot. And a follow up to the head usually finishes them off.

And if you see them quick enough, you can use the explosion as an AoE against their friends. It's very useful.
it's a good habit to get into in div2 to target the explody parts on enemies, basically anything red or grenade looking.

all of the vc redists post-2015 use the same package, you can't install 2015 & 2017 (there was no 2018 release) simultaneously and nor do you want to (the latest release is just called "2015-2022", presumably it'll get updated to 2015-2024 in the coming year)

install both 32 and 64-bit versions for each year from 2010 onwards (2010, 2012, 2013, 2022 - 8 installers in total)

i believe td2 specifically only requires 2012 and 2022 (it was 2017 at the time and that's what uplay will install if you rerun prereqs, just get 2015-2022 instead), but 2010 and 2013 are reasonably common dependencies so you might as well grab them too while you're at it. you can skip 2005 and 2008 unless you know for a fact you need them since i'm not aware of any modern software that still requires those two

My impression was that they've already fixed the open world rogue scaling, although I haven't played a lot recently so I haven't had enough encounters to thoroughly test

Last night I had 2 Rogue encounters while doing Control Points(Alert 4) on Heroic with 2 Directives. Both encounters were over within 3 minutes and I got all yellows. Then earlier was doing Summit on Heroic with 7 directives in a group of 4, took about 4-5 minutes in total to slay the rogues. The drops were all yellow. Same story goes for the past week. No purples from either mode of play with any encounter against the rogues encountered.

here is a funny story to read servers are down after all :
So the Funny story is: someone in Division 2 invited me to tackle the legendary mission in the Capital Building, which is known to be the toughest (old) Legendary mission in the game. But there was a twist – the person who invited me ended up falling asleep while we were in the game! To make things even funnier, his microphone was still on, and I could hear him snoring loudly. 😂

When he finally woke up, he groggily asked, "So, you wanna do the legendary mission?" I couldn't help but laugh and replied, "We already did it, you fell asleep!" He was totally surprised and said, "Oh, no, I'm so sorry!" I reassured him, saying, "No worries, we managed to finish it. In fact, I ended up soloing the Capital Building mission." He was utterly shocked, exclaiming, "Dang, seriously? That's unbelievable!"

What I still can't wrap my head around is how he didn't get kicked from the game for being AFK. But hey, it turned out to be a fun and unique gaming experience, and he can proudly claim that he "completed a legendary mission in his sleep" – something not many Division players can say! 😄

Wander around and have fun? Really, how you play the game is quite a matter of personal preference. I like to build a loadout on which I can grind Proficiency, and swap it for another one when I get most of the stuff Proficient. Some people prefer to collect items and resources and donate them to get Proficiency instead.

your best bet, is to team up with some other agents who can carry you around and just share all the loot with you

It's the Expertise system for gear. Each item has ten levels of Proficiency; once you've got it to level 10 it's Proficient and can be upgraded. You also have an Expertise level; getting 200 Proficiency levels across any items gives you one Expertise level, and for each Expertise level you have you can upgrade individual items by (usually) 1% of something related to the item, e.g., +1% armour for most gear items. That upgrade costs you crafting resources.

Probably just regular play. Either call for backup or respond to calls for backup. You can get into some fairly interesting groups by responding to calls for backup, and also find some groups that are seriously grinding XP. Those groups can often carry you through stuff you might not be able to do on your own.

Sounds like you might want to go for an all red build, focusing entirely on damage. You can avoid frustration by dialing down the difficulty (to Challenging, or even Hard) while you learn how to avoid taking damage with such a build.

Yeah. You'll notice that in the panel showing the details of an item there's a core attribute and two other attributes. Core is always +n% weapon damage, nnnn armour, or a skill core that gives you one skill level. We call a build that has all the core attributes as +nn% weapon damage an "all red build."

Well, you're going to have to build out of whatever you have anyway, and to be effective you need to learn to solve the puzzle of, "what items should I use with what other items" anyway, so just examine them carefully and consider how they work together and what the focus of your build (damage, survivability, skills, etc.) is. A good build has individual items that fit together harmoniously to support each others strengths and contribute to an overall goal, such as "lots of weapon damage at the expense of skills and survivability."

Striker chest, bag, gloves and kneepads. Run a coyote mask and picaros holster. That’s my set, with Elmo’s I do close to 48.7% chance 98.2% crit damage

i run Striker Bag, Knees, Gloves and Holster, Umbra Chest + Obliterate, Coyotes Mask. Plus the Gear Mods and im hitting 54 CHC and nearly 120% CHD, PLUS Obliterates Stacked additional CHD, Strikers DMG Stacks and Coyotes Boosts.

Pretty much. If you're going to understand the game well, be prepared to spend a fair amount of time contemplating your builds, and fitting pieces of the build together. That part of the game is relatively intellectual, more of a puzzle game than anything else.

It's pretty normal to run one non-red core, I think. I often run a skill core and five reds, just to increase, e.g., drone survivability. Remember, since the fixed +15% of-base-damage increase you get from a single red core becomes a smaller and small fraction of your new total with each red core you add, there's only about an 8% difference in damage between five red cores and six.

That just means that 60% of your bullets will do 110% additional damage. That's, on average, 0.6 * 110% = 66% additional damage.
