Is that actually faster? I find that that, e.g., leaving Fog of War off earns 12% less XP but lets me complete things more than 12% faster. And of course keep in mind that Challenging with three or four directives earns more than Heroic with one or two, for those who can't handle Heroic with more directives. (And the faster killing in Challenging may make it earn better even at the same number of directives, depending on your loadout.)

Probably open world activities. Check the XP levels carefully some are worth more than twice others. (Resource Convoys no longer earn that much; I think that Public Executions are the highest earning.)
I feel that directives (+25% XP each) are more important than difficulty level (Heroic adds only about 30% over Challenging). I run Challenging with three directives because that lets me kill the fastest, but I'm using far-from-meta loadouts at the moment because I'm grinding Proficiency.

if oyur build is good enough that you dont lose time doing heroic over challanging and the same with directives of course having the most directives is the best way to get XP, but once again it's dependent on the individual if someone is running skill build it's not a good idea to add more directives that negatively impact your build

The way the bulletking functions is it's shooting through it's "mag" and that "mag" is constantly refreshing. So you'll get anywhere from 3-4 stacks from optimist, meaning 30%-40% of its "mag" has been used before refreshing. So even if blind justice was working it wouldn't do what your hoping for

And if you want a cheesy skill build, oxy+lucky shot can get you more and more oxy shits adding up letting you eventually put down an insane amount of oxy

Yes, it is rather large and complex when it comes to developing loadouts. I have pages of notes on this stuff.

Since using gunner heartbreaker isnt going to work well.
Obv it was stated above that tech laser is the best pulse option for this set...
But why not just switch the striker. It's also stack based but doesnt involve pulsing. It nets higher damage output (highest single target dps in the game.)
You could keep your aok from gunner. Also the increased rof on kill would benefit stacks as well.
As for regen/AOk being mentioned you could also use memento to gain regen and bonus armor.
I've also used the skill efficiency from memento to give fixer drone/ mender seeker 30% repair skills, makes for decent constant healing.

Mop named shotgun also gives AOK as one of its attributes.
The aok mods are pretty bad and would be better as crit chance/damage .

Best defense is good offense, and dead npcs dont shoot back.

like hunter program, the people behind the division structure and how the rest of the US turning out

and if anything i do like the monetizaion format of division

season pass are not obtuse and hide big gameplay elements behind it, expansion is a long term investment and it's not a 30 min campaign that is over and asks you to buy the next 30 min campaign next month and if the next expansion is also relevant and another long term investment than i'll probably buy it

Funny story: someone in Division 2 invited me to tackle the legendary mission in the Capital Building, which is known to be the toughest (old) Legendary mission in the game. But there was a twist – the person who invited me ended up falling asleep while we were in the game! To make things even funnier, his microphone was still on, and I could hear him snoring loudly. 😂

When he finally woke up, he groggily asked, "So, you wanna do the legendary mission?" I couldn't help but laugh and replied, "We already did it, you fell asleep!" He was totally surprised and said, "Oh, no, I'm so sorry!" I reassured him, saying, "No worries, we managed to finish it. In fact, I ended up soloing the Capital Building mission." He was utterly shocked, exclaiming, "Dang, seriously? That's unbelievable!"

What I still can't wrap my head around is how he didn't get kicked from the game for being AFK. But hey, it turned out to be a fun and unique gaming experience, and he can proudly claim that he "completed a legendary mission in his sleep" – something not many Division players can say! 😄

Appreciate the info. I’m fairly new to the game. Just hit shd 258 and trying to figure out all the details on pvp builds, what to use what not to use etc. but being as low level as I am youtube just isn’t helpful. Most builds are shd 1k and up.

Countdown kind of is now, or at least fairly even if you speed-run high Directive Heroic stuff as a comparison.

It used to be a lot worse for Exotic drop rates, is what they may be thinking of.

You are supposed to have to obtain it through the Season Pass first, but it may be currently bugged and farmable through Targeted Loot: [Assault Rifle] without getting the BP first.
That's a maybe though, so you're better off going for the Pass first, it really doesn't take that long overall.

While it's a season reward then it won't be in your loot pool until you reach that season level. After the season is over it will be put into the general loot pool

Your clearing speed means more in this case. You will do it much faster on challenging so overall xp gain would be better.

Challenging vs heroic is just an efficiency thing. Heroic has a higher ceiling, but you really need to know what your doing to make it efficient. Generally speaking the people who are asking the "how to level" question will get more exp/he on average on challenging

Try to focus on propaganda broadcast + public executions. Don’t forget directives.

Directives are a similar thing to heroic vs challenging. Higher ceiling, but not worth it if they are slowing you down too much. Don't just turn them all on assuming the higher reward will necessarily mean a higher exp/hr

Imo only fog of war brings some discomfort. All other directives are just a no problem at all on challenging.

The only caveat for Directives outside of Fog of War (NPC's like to sometimes just wander off, slowing down your exp rate), is for the skill ones.
play a shield DPS build and you negate those pretty much fully.

I don't think you'll be popping legendary enemies in the toe and deleting them with anything else. The only thing that comes close imo is regulus HH and it still has trouble one tapping without explosion splash.

I mean your goal is to level so you'll get spec points while doing that, it's pretty quick and specs are mostly preference so I'd just finish one and swap until your done. 165/3= 55 SHD levels which is about 3-4 hours of SHD farming.
