Public execution and propaganda broadcasts in West Potomac Park are your best bet. Just remember the spawns and it will become very easy. They spawn very close to eachother and running a specific area of the map helps with remembering spawn points faster than just going around the entire map.

Just watched a video on how to farm for this even. Washington monument in the West Potomac Park. If you've left that control point hostile there's a buttload of events that spawn there in a big circle. Lots of propoganda and public executions. Seems to be the quickest and most efficient farm

On heroid with like 2 modifiers each one is like 350k xp
