Look at what part is not 100% complete for story. If you are just hitting 30 and did the Capitol building and have not done any main mission against Black Tusk then what you need to do are the Black Tusk invaded missions and stronghold and Tidal Basin in Story mode.

There's levels to being an Agent, like during the Federal Emergency Bunker mission you rescue the lone Agent survivor of her team, and she basically cries to you for help. Similarly pretty much no other Agent is on our level, and the ones that are go Rogue and find out real quick who's better between us and them (Hornet, Keener, Faye Lau, etc.) The player Agent is more or less as good as a Hunter if you think about it
