I used to have some gear that made it so that I could gain more armor than I actually had by defeating enemies.
(So I'd have like 16 blocks of armor, but by the time i was done beating a bunch of enemies i would be at 32 blocks)

Re the manhunt - mission failed loop, the only other issue I experienced (Playstation) which caused me frustration was way back when agents characters disappeared. There were no workarounds. Finally the issue was isolated to only those characters having the waveform holster equipped disappeared. A fix was then promply applied. Then there was a full dev team actively working on Div 2. Of course, PCs and the continual crashing is another (ongoing) story - well documented by those affected.

Update: For glitched final mission… didn’t work setting World difficulty to Normal three times… but setting to Hard fixed the issue… major catastrophe avoided here… if that didn’t work none of us would be able to play the game on our main until a patch was issued

Loot at map for target loot. Farm exotic in area that had that type of gear or weapon as target. They change.
Also summit and countdown you can pick your target

Some exotics will require a project , just google to find more info
