During a first play through a new player would get wrecked at higher difficulties. Story difficulty is not meant for higher level players and helps the game be played how it is meant to be played. Higher difficulties randomize enemy spawns while story mode does not

You say nobody asked for it, but I've seen players (not many, but they do exist) on the forums complaining that it's a bug people are exploiting to level up faster than they should. To be fair, it genuinely is a bug. The devs, understandably, want people to have a free choice of activities without feeling compelled to stick to just one for the sake of efficiency. They mentioned a planned revamp in a previous stream so they're clearly intending to increase xp gains across the board and balance them better.

Hmm… intelligence annex for spec revamp is interesting but not being able to have every slot selected seems the exact same as the current system without being able to carry over anything to other specializations

There really isn't much info other than what's on Google. Just that they are revamping the specializations into a skill tree. This will allow for deeper class builds and give a better ability to spec your own unique operative.
