You can go into a DZ drop rate is higher on challenging areas.
For heroic CPs they are easy just make a skill build
3 piece Empress with a Wyvern GC chest, Force Multiplier backpack, Wave Form
Add something with In Sync and bring either a Scorpio or Capacitator
Skills should be Turret and Drone.
I farm CPs solo on heroic with 4 directives on when apparel events come around. But I use a different build

Anecdotal evidence only from doing about 12-15 Heroic CD runs: the gear ranges from pretty much the same to marginally better, but I'm questioning whether it's worth it given that they've turned Hunters into bigger bullet sponges and doing it on a team < full 8 members is going to result in lots of pain.

OK, so my rant about Countdown game mode design: the side-missions are scaled for 4 players, the main mission for 8. In theory, the two teams could split up, do the side missions separately and have more time for the main mission together. BUT...you can't pick up the loot from the other team's section, so nobody wants to split up. And everyone ends up doing the side missions one at a time.

Go into world map and scroll over to the northeast deadzone. Fast travel to charlie checkpoint. Turn around and enter normal Washington, directly to your right will be a building with a scaffolding. Climb ladder and go inside and the snitch spawns to the right

I've learned it the other day and thats how I get him to spawn. If he doesn't spawn do a mission and then try same strat

the most reliable place for me is teleporting to American History Museum, turning around, and going towards the small building - one of the places he can spawn is right behind it

if not, try another place, or log out, log back in, and rerun

or get a buddy and go to the island and there is a boss that you can use foam and holograms on to distract as you slowly take all his armor off

which would allow you to destroy them armor pieces and not accidently kill him

I just kited him around on Heoric and would foam launcher him to get him to stand still to plink his legs/shoulders

Sometimes you can plink him when he's recovering from his swing

It was painful but I did it with the oxy. Worked thru the mission till he spawns, then kill everyone else, then shoot oxy at him to slowly break their armor. If you need to "reset" the fight with him, just back up a bit and he'll cure himself. That's actually helpful if you need to restart the fight without going thru the mission beginning again.
