No if it shows a shield with a star the item is proficient and can take actual upgrades. Upgrades are separate, require 3 specific resources depending on item and level upgrading, and upgrades will be tied to that specific item.
Weapons take a damage upgrade
Gear takes an armor upgrade
And skills will take upgrades to a specific stat depending on the skill.
If you click in expertise menu in a category you'll find items in your inventory that can be upgraded.

learned the hard way when it comes to new players, they call backup when they die rather than just respawn. smh

you have the chance to earn two endorsements per call. both unlock at the same time but one is automatic and the second the caller has to manually endorse you. if the calling player misses the prompt, forgets about it, or just decides to ignore it, you lose that second endorsement.

go in with the mentality that you will get one endorsement (if you earn enough xp), and accept any second endorsements as a bonus/thanks.

I've been through the shepherding fun and I know how frustrating it can be to not get the second endorsement. sometimes a friendly message to the player saying like, "thanks for letting me help you, if you are willing to help endorse me or would be appreciated" or sonething like that but shorter. some players honestly just miss the prompt cause it can come up in the middle of a fight and they just never remember to check social menu to endorse afterwards.

Raid is 8 man and I'd say you need to be 300+ shd to have a chance. True end game content

Starting at shd level 13 I'd recommend getting a skill build going as it's easiest to start farming. It's in the spreadsheet. From there you can start farming summit for other gear. What I've done so far anyway

Is damage or RPM more important? I always get rifles with more damage than my assault rifles but I’m not sure if I should go for RPM or DMG levels

As with most things in the game it depends on how you want to play. For example, if you want a DPS build you’ll probably want that RPM to dish out as much damage in a shot amount of time. If you want a build using HH, you’ll want more damage, and preferably use semi auto or bolt action weapons.

And of course you want a good balance. High RPM but damage of a pistol ain’t gonna work

Word okay. I guess for an example I’ll get a gun that’s level 32 with 55.9k DMG and 275 RPM (semi auto) and then I’ll get a gun 42k DMG with 850 rpm. I just feel like the better option is the fully auto with lower damage. I appreciate your feedback man

Basically you're given a hour to live and you can use medicine you find across the map to extend that timer. You also have to find better clothes so you don't freeze to death or get hypothermia. Your goal in survival is to reach the dark zone and extract the antivirals before anyone else reaches them.

The catch is that the second you send up the flare, you're going to attract some really unwanted attention

no rogues in countdown that I've seen but if I'm ever looking for rogues I tend to go to NY and fast travel between the two Eastern most safehouses. I just spawn in and walk halfway outside, if no notification, fast travel to the other and repeat. usually I get them quite often from those two since a spawn location is right outside the door (same as a few other safehouses across DC as well).

For me it sometimes takes a minute until stuff in apparel shows up but if it would be just that you wouldn't write. Have you tried relogging?

Rule of thumb is you would want two of the same exotics usually one with terrible rolls and one decent or good one that you can save. You sacrifice the one with terrible rolls to the crafting table gods if you wanna "recalibrate" it with exo comps. Also important to note that it doesn't guarantee better rolls too since all RNG.
