you can optimize them to increase their rolls.
you can reroll them, taking a chance for a better roll (or a worse one)... this consumes the item and makes a new one.
you can do expertise leveling.

not sure thee specificity of your question but these are the things you can do.

you can optimize any item until all of its attributes are maxed.. this takes a lot of resources though, so most people only optimize high % rolls , and just keep farming until they get aroll 'worthy' of optimizing.

but ya, you can take a scorio with terrible 1/4 full bars for each stat and optimize it to 100% across the baord if you want

oh ho ho ho.....tank has the hardest/easiest job in "certain" part of the raid, but other than that, most of the other part of the raid are DPS

the only 4 noteable part of tank with my long years of raiding are of the following - 2nd boss of DH, where 1 tank will face the lead while 7 DPS kill the other boss in like, 10 seconds, before moving over to cover for the team with pointman/protector buff ; hazard protection tank who run into the blazing hell to douse the cannon before the captain melt him in the 2nd boss of IH ; the same hazard tank who, if the team lacks DPS, will conduct diagnostic during the 3rd IH boss, as well as to station the boss in the good spot to be shot at ; the stagger and key tank of the final IH boss, who does their thing to keep the whole team alive

not everyone has the sniper tank build which is very niche and hard to build. Only the top 0.1% of players have it. Also because of a long standing bug in Iron Horse your team will get angry if you shoot objectives with a shotgun especially Scorpio

for circle, it would be mostly comprised of, "the one shot D-50 with ravenous and cowboy hoister" guy who, one shot the weakpoint and preferably has a crossbow, the ECM hard wired guy who, one shot the drones, over 3 times, and better if he has a grenade launcher to lob into the hole, having a tank won't really help much with the damage tbh.....but would help with there's a 4:4 new to vet balance as sometimes the elite grenadier will 1 shot you
