disconnect your pc from the internet, physically if you can, and then obtain malwarebytes and run it on the pc while the pc is offline. you should also look into the console commands sfc and dism at a minimum, since if you don't have a virus or trojan (which you shouldnt, if your pc has even remotely updated antimalware) then something else is going Quite Wrong with your pc
