But yeah, because the flood, y'know, has brains, it likely figured out where to go. The only location that doesn't make sense in terms of why the flood ended up there was the Library.

After infecting Keyes, the flood would know the locations of the Autumn, the T&R, Alpha Base, and the Control Room-he had been briefed or been to all of those specific locations, each of which was important to the flood in order of leaving the ring, attaining more bodies for fighting, and stopping the ring from firing. Keyes wouldn't have known where the Library was.

This combination of factors all being locations significant to the Chief as well indicates that the flood were consciously trying to stop other species from keeping the flood from leaving and trying to stop anything Chief (And by extension anyone doing the same things as him) was doing.

Considering the location the Gravemind sets himself up with on Delta Halo is the Control Room, it's likely that the flood on the Ring knew a lot more than is ever really let on.

Not only is it more ethical, it's also cheaper, since you don't have to train them in the same way, they are already loyal in a different but important capacity (Having disagreements with UNSC policy is considered a plus by Spartan Branch leadership as they want to distance themselves from ONI).
