Instead of regular jail wher you have to think about what you did and work for below minimum wage, a Contemplarium cell's floor essentially hypnotizes you while showing you the vast universe, and just how insignificantly small you are in it. The Forerunners who went into it did come out reformed and with a better view on life and the Mantle.
