That video is covering old info we've known for years and it was never confirmed Halo 4 was gonna feature new VAs for Chief and Cortana, it's quite possible those were just temp VAs before getting the actual VAs in for their recording sessions

In halo ce they originally put a robot sound effect over chiefs voice cuz they planned for him to be a cyborg. The japanese dub still has this effect left in
