Halo MP is the abstraction of Spartans training by fighting other Spartans, thus improving overall combatives. It's not like the way MP is played was ever canon, just that War Games was/is a thing.

I think the issue/concern with elites is their size in Infinite: They're not huge like in Reach, but they're still slightly bigger than Spartans.
