Pros: People won't selfishly abandon the hill to refill their favorite gun (something I do with the Heatwave all the time) and it allows more people to use weapons that have already been taken.
Cons: People might hoard empty weapons waiting for their restock, not encouraging the use of variety and what's on the battlefield.
I think it'd be good if all weapons on racks started with full ammo but I'm not sure what would make a good balance between weapon hoarding and encouraging people to try new weapons.

here's a dilemma.

Give the poor Banished their guns back.

Enemies shouldn't be running around with weapons not balanced or designed for them at all. It's especially egregious in Firefight where you have Skirmishers with DMRs.

The sandbox designers seem to not understand how Halo works. The human weapons were designed for multiplayer, the alien guns were designed for campaign (with a few exceptions). Human weapons are only fair against you in situations where you don't see that much of them, in Slayer, you rarely have more than 2 people coming at you at once. In campaign, you have squads of Elites with BRs.

Give those poor bastards Carbines already. The only reason Halo 2 got away with Covenant using hitscan weapons like this is because the only hitscan weapon they had was the Carbine, and they didn't use it properly. Carbines are only deadly when you spam the mouse, the Elites firing in 3 round bursts won't do anything. Other than the Carbine, aliens only used projectile weapons so you can dodge their shots. You can't dodge BRs. They are hitscan.

Brutes shouldn't be using rocket launchers either. The Brute Shot was much more forgivable, because Brutes didn't spam it like you're supposed to. One rocket=you're dead. Brute Shot grenades didn't really do anything in 3 when you only fire 1.

The lore was made up to justify whoever was in charge of Infinite not knowing how to design a gun.

Campaign shouldn't feel as sweaty as the multiplayer because the enemies are using weapons designed for MP in quantities much higher than MP.

There's also no Banished automatic because 343 apparently changed their mind on Spikers last minute, leading to packs of Brutes all with weapons designed for Elites (Pulse Carbine).

The PC is only fair because you rarely fight more than 2 Elites, and the PC is their signature weapon. With Brutes it's different, because you normally fight 6 at a time. And most of them have weapons definitely not designed for them, leading to you having to hide behind cover because your shields will immediately pop due to the volleys of plasma fire. The PC was NOT meant for horde enemies at ALL. But because Brutes need a fast-firing weapon, they have to use what's available.

Also, you know how the Ghost is ridiculously overpowered in Infinite?

You know why that wouldn't work in Reach, 3, or really any other Halo?

The Fuel Rod Cannon.

Infinite doesn't have a weapon that can contend with fast vehicles. The AI can't aim with the Skewer, and the Skewer fires way too slow for it to be a threat. There is the Disruptor, but you rarely see it, Disruptors aren't fielded like Fuel Rods were in 3 or Reach.

The Fuel Rod was a weapon that fired fast enough and was common enough to the point where small vehicles like the Ghost wouldn't really work in a lot of encounters due to every other Grunt having a weapon that can kill a Ghost in 2 shots.
