That's because with Bethesda mods were kinda naturally there from the get go before MS ever got involved so that wasn't gonna suddenly change. Mods on Bethesda games are immensely popular.

With Halo it's different, you don't have 100's of thousands of people downloading mods & playing around with them so MS likely just doesn't want to spend the $$$ to get it implemented for Halo beyond what we got on MCC PC now.

AFAIK the windows store version of MCC still doesn't even have mod tools for it to this very day

Not really. Activision is a massive player in the industry, that's why it was under such big scrutiny.
Also the only reasons courts even got involved was likely from some "corruption" tbh, because in accordance with actual US law, MS getting Activision wasn't going to make a monopoly at all.

Only way I could see courts ever getting involved again is if MS tried to acquire someone like Disney, Nintendo, Sony itself, Tencent, & a few others that I could think of.
MS acquiring EA, Ubisoft, or even Rockstar wouldn't be that big of a deal like it was with Activision.
