I normally only claw if I have to hold the stick in a certain position. Rare in shooters, but more common to do in other games. Specifically skate. where you have to hold the stick in a direction to tweak a trick, but also need to hold down B or X to take a foot off the board during a grab

4k is just uncessary. 60fps Cyberpunk looks fine at ~1600p on Series X. Nobody would take 2160p over 1600p if it meant dropping from 40 to 30fps. The Series X has a higher clocked CPU then Series S so it can no doubt handle 40fps if the game runs at 30fps on S.

even games badly optimised for PC you can use driver level cap via AMD/Nvidia software and as long as you have a VRR monitor with low framerate compensation you're gonna have a playable experience at whatever fps your system can run the game. I played RDR2 at 45fps and it feels smooth. 40 is a but jittery bit its still a big step up over 30.

Then add all of the other factors, such as the game's place in an IP strategy, product cycle strategy, etc etc etc. It's never a simple "better feature = better financial sense" equation.
