Those sites pull data from the API that 343i manages, the data comes from 343's servers.
They don't host the data in their own computers, nor would they be able to without 343's help AND authorization.

all we really know is the tools used for Halo 5 were inadequate according to Bonnie Ross and needed reworking and that they decided that the changes to the engine were great enough to rename it
5's engine was technically quite good though. You compare 5 with other games of that era and it's technically not bad at all
