To be fair, I was somewhat misleading. There have been posts about this achievement as far back as December from what I can find. The thing is, no one has a solution. So I'm guessing they either sucked it up or it unlocked with time.
You can try three things:
-Unlock a single level in a different battle pass and see if it works.
-Wait 3 days.
-Disconnect your Xbox account from Infinite on Steam, then log back in. Resyncing might unlock it — worth a try!

I think they said for weekly rewards, the system currently doesn't support giving out multiple rewards at once, and since the coatings are technically an individual item per core, they can't do that yet.
