Yes you need one, you can Alt + F4 to force the game to close, or do CTRL + Shift + Esc to open the Task Manager

If you're not logged into a MS account you can't access the usual main menu, you're stuck with the Dinh silhouette

If your screen is truly bugged and won’t budge press the windows key and tab at the same time to create another desktop menu
