its an "import part". Import parts can be used on cars in order to get a higher stat (most of the times it doesnt make a big difference with only 1 but with many the specific stat of the car gets way better). The one you got here is a handling import part, so you can use it to upgrade the handling stat of a car. There are other types of import parts too: the epic import parts and the epic import cards. The epic import parts are for specific class only, and theyre purple. The one you got is blue and can be used on any car class you want. Epic import cards are needed at all cars except uncommon class d cars (for example lancer, ds etense and the new lp pass car). They are the cards that will give the most power to your car and they can be used only on 1 car, the one that shows in it. They can be used at all stats of the specific car. Theyre yellow, You can find them in car hunt riots for some cars, in multiplayer/seasonal events for some others, and, of course, the legend store. Hope this helps
