You are looking at an Avast Antivirus placed a low-level driver into Windows for it to do its job. The issue is once that driver corrupted, the thing paralyzed the entire PC, keyboard and mouse just straight up die cuz their drivers didn't get a chance to load so you are stuck
and you only get that screen after you fixed the boot sector of the C: drive that the driver messed with by using CMD in Windows 11 PE on a USB stick
