only advice i can give is keep that ear out for the post-encounter bell for fish, check the post final boss area for fish, and try your best to catch those fish as fast as you can

you need to get it within 0.34 and then hit the 1/21 for the legendary

On one hand, Legendaries and Duos are extremely rare, requiring you to focus certain Gods and Boons required to get them. On the other hand, you don't exactly need high Boon rarities to get good builds. Some say you won't even feel it.
