the fishing rod will bob up to 3 times before a fish takes the bait, so it's easiest to get a perfect catch if it happens to bob 3 times. you can smash that on the 4th twitch with no worries

There's also an audio cue on the Bob that's not a fake.
But like Qwandra mentioned, it only does a fake bob 3 times max, so if it's on the 4th, just mash the button as soon as you see it twitch.
