Yeah apparently the Chaos fish only have like a 7% chance to spawn, and only if you haven't gotten another fishing point within the last 5 chambers. Unless you've managed to get Poseidon's legendary fishing boon

#

This also means that the chance of getting a legendary fish, if you can consistently get rares, at any given Chaos room is at best 1 in 300. Assuming it's possible for the fish to spawn at that point :D
