It depends on whenever the ghost is in the room or not (it's best to try it right after a ghost event, or when it trigged a motion sensor). Ghosts love to roam depends on your difficulty. As well as proximity of spirit box. You have to make sure the game is recognising your phrases as well. And don't forget all lights have to be off.

Hunts it blinks, doesnt shut off lights, cannot flick light switches and locks the front door

oh when an entity is manifested, all players in location loose 0.2 during the manifestation. I'm understanding it as their manifestation term is really interaction (unspecific event)
