Processor clock speeds are based on what you’re doing. If you have just discord and task manager open your cpu won’t need to go as fast to keep up. You can see this in utilization, and your cpu would go as fast as possible nearer to 100%. In these images, your utilization is low and different, which explains clock speeds

so i decided to repair system files cause i thought it was broken but then when i ran as admin a seperate cmd line ran itself and closed instantly

so it seemed really sus and after booted my 6 layers of antivirus up some of the programs would loop themselves in a circule which hasnt happened at all the several dozen other times i ran full length tests

and some scans failed

which ive also basically never had, 4 of them failed at once at the exact same time

and it says that one of my programs needs an update

but i cant physically update it

my only recent downloads are from cf and this one upscaling software called magpie

The truth is: That could be everything, something you recently downloaded, a random software in your computer that auto-updated with a virus, or a virus coded to auto-enable in a specific date to avoid being caught

Anything is possible, it could be hidden in literally anything at all. You agree to give permissions to run an app, it runs, and boom, something completely unrelated was hidden in the app, but it has permissions now and executed them with cmd silently hence the rapid flash n disappear thing

Or: another device on your shared network gets something funky that can be shared around your LAN, you plug something like a USB in, your friend does something silly etc

Of Minecraft? You can try, but it's almost certain to fail. You'd need every mod you are using to be in the new version you are looking to upgrade to, and PRAY it doesn't crash horribly. You'll have to create a new profile for that version of Minecraft and modloader, and copy your world from the original profile to the new one

I looked at the modpacks github, the dev apparently states in the pack that the Nether and End arent accessible, and wont provide how to unblock them.

As its not the purpose of the modpack. Its not recommended to change this as it could cause issues in the pack that the dev wont help you fix. We likely wont be able to either as we dont know how or why the dev did this.
