The main reason it's put after there is because at the end of 25 is when the main story says "this things exists, go in there" and from a lore perspective there's stuff that won't make sense\can get spoiled on if you go in too early so that's why it's there. They all provide the same bonus (tho fhd and abyss flower require you to craft smth in foundry) and are all equally available. Technically you could also save it for the reroll device if you can get everyone through Reserve Works as well since those are a bit annoying to get but reroll devices are only a minor buff

anyway getting all the dkeys in reserve works is like a 5% ish buff to your attack (depends on the valkyrie, does more for people who arent ranked or who don't have good affixes) but it multiplies with everything

so it's more like 20 or 25% for something like elemental damage or total damage dealt that already have enormous multipliers

tuning is needed to unlock the attack boost of a dkey and to make it a pri arm. There's no downside unless you have multiple of the same dkey and upgrade the wrong one
