So battery saver nerfs the graphics (that's how it saves battery) try turning that off and maybe repairing your game at the icon in the bottom left of the login screen

It's probably just the battery saver mode though that's doing it

But the difference in what you're seeing there is that streamer is on the PC version which has a higher resolution and stuff then the mobile version so that's normal

PC has a lot more hardware to work with so it gets higher resolution and graphics and stuff

if you find someone else playing on mobile that it looks better then you might have an issue with your phone or the game files but the cutscenes and stuff are at a pre-determined resolution
