It’s fairly good yeah. It’ll cover bleed abyss for you, which is always one of the worst things to end up coping with since other options might not even clear the stages, and you’ve got a good set of supports for her and a number of people she supports

Plus dkeys are cheap and +10 attack always good

You might want to look into the limited time top up event this patch

Iirc spending event patches usually don’t have top up events

the elfs are always available in every spending event
but aops in spending is new so we don't know how it will be

also the main benefit about asking about elfs is that songque aop and 4* kia elf are neck to neck, sq aop offering buffs for ice/lighting/fire is more flexible than lighting/fire though (well ill have to recheck if she got something that ice can use though...)
and there's the faster ari which is nice for the likes of mse but not necessary
although atp sq aop havers would have her at sss because gacha ops at s aren't the best in investment but i don't think you'll utilise jds that much so i would go for her if you can afford it
otherwise you can get elf frags

generally i'd say that songque AOP seems to be a pretty good choice for most players
she's a general ele AOP with very few ring restrictive features and some smol ari regen even at S ( 2 ari on WA with a CD on it)
i don't really think that JDS is worth it for you since she wouldnt really improve any of your team comps

regarding elfs 4* kia elf would need a lot of investment and since she's kinda neck to neck with songque aop as already mentioned ( who's better depends on the cycle) i wouldnt bother with it for this spending at least
