and it likely rounds up the cost, meaning 1 blob will always remain to have a cost of 1
seeing as shooting 1 blob at a time is a dumb meta rumour it would make sense that it ends up causing a good amount of people to think that the boosters are bugged because all they do is 1 blobs

Don't think so, if yes that just means they're even better because it's clearly shooting more blobs for less ammo. (which is what the definition of the booster describes)
However, there's an actual (bugged) inconsistency as for how much it takes to freeze an enemy. Which is unrelated to the boosters. This can cause varying results in testing.

Well seemingly it's all the expected behaviour, the rounding rounds as was likely expected. They didn't accidentally add rounding to it
A very small boost would likely require more than 2 blobs to really take effect. It shouldn't be bound to a single blob screwing you over.

Bit late to the party: I can recommend OBS Studio, there's a reason it's widely used as a starter capture software. Free, easy to setup, you can fiddle with the output settings a lot to manage quality versus file size, to track different sources (like separating game and mic audio)... Never had any issues with framerate or bitrate being lower than the source game. Google around or DM me if you need help with the setup.

Like others already said, bonus points for disabling background-running things like the epic store someone mentioned. Sharing your gamescreen on a Discord call or something, streaming or downloading some stuff, etc. is also a factor that can matter in a recording if your machine or your internet isn't the best.
