Yeah, I just picked first plug in I found that had decals. I notice that the roads on my other plug in are a lot cheaper than the default roads. Guessing people can set the price at whatever they want huh?
I'm not really looking to min max this thing, but the new roads are black and look really good, so I'll probably use them.

What's the "correct" way to play regions? I realize that I can sell utilities to neighbors (but it's expensive to buy from neighbor, and it's smarter to just have the city build it's own right?)

You can find your plugin, music, region and city files there as well as logs for debugging purposes.
