In order to have people moving in, you have to have demands.

The demands are things that can be seen in the picture.

You must also have industrial and commercial zones placed down too, in order for people to have work.

@candid drift some things to make your airport look a bit better :

1. International Airport Runway are usually long, so do that
2. Build the terminal far away from the runway (obviously)
3. Build a taxiway to the runway and to the terminal
4. Most airport have a cargo area, is optional but if you want to then do it
5. Airport have parking lot and public transportation
6. Don't build the runway face to the terminal (obviously)
7. If you're still confused or don't know how to do any of that then use Google Map/Earth for inspiration
