1. If you have a city like the one I described, build a railway that extends to the border of your city. The game will ask you If you wanna connect the railway to other cities. Say yes. I should've probably mentioned this earlier, but you need to make sure that in the direction you built the railway, there is a city whose rank is less than Town.

2. If there is, go to it.

3. Go to the build menu and choose Eyedropper.

4. Due to your prior railway connection, somewhere on the town terrain, near one of it's borders, there should be a section of railway track. Tap that.

5. Build as you wish.
