Place more trees, avoid building industrial zones near residential zones. Use trees to block the noise and pollution from industrial buildings or waste disposal. Use clean waste disposal and clean power generator plugins. That is pretty much it.

Sadly, there is no culture specific category to build. You will have to rely on culture building lists or just download more plugins which you believe might influence culture.

Industrial demand will grow, population might decline and income reduction.

You will also probably direct flow of traffic to other areas. (If you change the industrial zone location)

So be ready to build more avenues.
