If you have enough funds to purchase surplus water and power sources, set that up with zone plots and fire/police/health, then just keep the app open in fast forward

You might need to add education and parks, but the game builds what they need and you can come back to some extra money to do what you want. Remove the parts you don't want.

I know that there are modular buildings which can be constructed out of modular pieces, but each piece is still a square.
