It's not within the server's capabilities to positively ID a bot account or a malicious actor, right? One can pretty quickly fabricate images of any account on the server DM'ing them with a message with any kind of content, so with only "random user said so and took a screen shot" to go on, it's just a witchhunt. Reporting the bad actors to Discord admin proper is the only way to address it directly. Otherwise, turn off DMs and Friend Requests from massive servers and never hear of it again.

Not chiming in on the server specific policy, because not my circus, but more on the topic of scammers/spammers/bot accounts. Discord itself is ultimately responsible for this nonsense. If they can't police it better and provide an overall better user experience and protections from that nonsense, shame on them. Clearly everyone can just vote with their feet and use a different platform or whatever. But individual, especially large volunteer based, servers should not have to polic DMs/friend requests/etc. Its sad that individual servers get painted into this corner because of it.

I must confess, my efforts to sway anybody into adopting a different platform have all basically failed; so many folks are essentially married to Discord, it's central to how they connect with so many people. So while it's steadily and inexorably getting worse, it has no real reason to get better as it has all the users. Their goal isn't "improve and grow" anymore; it's now the classic parade of executives blowing smoke and cashing out in turn.

I'm pretty pessimistic that things will get any better for Discord.

What we cannot do, is take action against an account that doesn't interact with the server, and has no activity we can validate. I still, to this day, get at least one report a week of someone claiming that a normal user account is a bot and that I should ban them because they don't like the person. The very nature of how Discord works means that you are responsible for security and safety that takes place outside of a server. We encourage people to be vigilant, and not defer their own safety and security to someone else who does not even have the ability to view the content.

Devices in red are a connection issue. Check the USB cable and USB ports. Don't use capture devices on USB hubs. Plug them directly into the motherboard.
All other Voicemeeter support questions and troubleshooting should be done in the VB Audio server.

I don't even understand why you would connect it like this in Voicemeeter when you are already using VBAN for the audio from the game pc to the stream pc. Normally, without VBAN, the option is to send the audio over HDMI to the capture card in the other pc. I originally had it setup via VBAN. When seeking assistance last time, I was instructed to send the audio via my capture card instead - so I went with that advice.
The Game PC's VM is detecting the capture card via the HDMI, hence why it's listed it there.

I was comparing waifu2x to see how bad it'd be (actually surprisingly better than I thought) compared to newer architectures trained on what I'm trying to upscale and one of the big differences is that there's black shadow everywhere... and that appears to be chroma subsampling
so waifu2x is keeping it 4:2:0 while the other models are trying to upscale to 4:4:4 cause the black shadow is gone
