The Commander is the only player that is able to call in the "call-ins" - bombing runs, supply drops, convert the resources etc. And importantly - to spawn vehicles.

Outposts (OPs) are spawnpoints for your squad only. Garrisons are spawnpoints that anybody can use. Garrisons and OPs are possible to build by Officer/leader roles.
The Commander, since he has no squad, can't build OP.

Greg also says that 2025 will be a very exciting ear for HLL. But my feelings about it are always mixed... taking the previous HLL experience of Team17 into consideration. I have seen too many golden-looking text, that later proved as not fulfilled. So only the time will tell.
