It seems like the Grenade Trap wired on the Door combined with the C2 is the Cause of this. The effects of the C2 itself are unchanged.

maybe its the nade trap? for some reasons it doesnt affect suspects that much ( see this clip ) so maybe the trap + c2 incapped them
