Tentatively no, they will run out of ammunition and ditch their weapon. They will also seek out a loaded weapon if theirs runs dry, whether that’s picking up a weapon that has not been bagged as evidence, or supposedly moving to a resupply box that is on some maps contextually

I was testing the shield a few days ago on The Spider, and after Brixley ran out on his revolver he was happy to pick up unsecured weapons from the security agents.

Suspects who draw their pistols after surrendering once will also always surrender after their pistol runs dry, meaning you can just hide behind a wall until they finish shooting your last known location like it’s nothing
