Out of date mods. Presuming you're a mod.io user, you'll need to enter in safe mode. Go into mods, unsub and delete that stuff and then try.
Don't use stuff that hasn't been updated after Dec 10

I'd flashbang every corner if I would have 100 flashbangs, I'd put the team to mirror every corner if I'd know how and I would approach the corner from more favorable angle if it would make a difference but it doesn't, every spot such as this results in getting shot by chance even if you go about it from different direction.

Make sure to hop into a mission and test it, usually it should work in the lobby solo/if you're host but sometimes it's finnicky.

If not then press M and open the mod menu and click the blueprints tab and make sure switch illuminator is enabled but all blueprint mods should be enabled by default but if it happens to not be enabled, enable it.

Aside from that the last thing you can try is rebinding the key by following the instructions in description for the non-networking version and copy and paste the variables into your engine.ini like it says and change the key to something you know for sure isn't in use at all and seeing if that works if it does that would definitely suggest you have something bound to H other than switch illuminator.

If none of those work I have no idea what to tell you.

Those are IR lasers, only visible when paired with the NVGs or GPNVGs in the game. The direct advantage is that suspects cannot see the laser when it is on, but unless you have NVGs on, you can't see it either.
