This sounds weird but I don't think kills in this game should be sastisfying in anyway. Dishonored is an example of this, Your meant to avoid killing for the good ending but they made finding creative ways to stealth kill and actual non stealth combat way too fun. Thats like the only real issue with that game.

Maybe make shooting someone feel as disgusting and wrong as humanly possible. But I fear that may alienate a lot of players.
