there is no fixing it, it just happens while loading missions/levels for the first time while it compiles shaders. After they compile the first time per level the loading time will tend to be much shorter until they need to compile again from being cleared (driver update, game update, etc)

Nor will the SDK alleviate the issue of mods needing updated when they break, it will only change the process of making them to being in the editor. VOID still needs to publish an updated version with each update, and modders need to grab it again. So not much different in the end in that regard.

they said they made a mistake because they realized most people that play gta dgaf about realism which is true. But mastering the car handling in gta 4 felt super satisfying and required skill and it felt good. Gta 5 made it too easy.

story is gta 4 is really good, better than gta 5, but the game itself is really just a first real attempt to make a game in the new engine

I also replayed it right after completing it and got the true ending to see if it kicked different but i was left greatly disappointed. Better than callisto but nothing special.
And I might dare say I had more fun playing with callisto, the melee was cool.

I liked how heavy the gunfights, driving and the overall liberty city feeling it felt dark and lonely, something thats missing in gta 5. But I love both in the own way. Also story = gta 4, but the characters award goes to 5.

I just go the easy way, I enjoy both cause they both different and lovely in their own way

They just killed it with the "Be everyone in the city" that was so stupid. How in the hell is the player supposed to feel something if there's not a defined character in it? It just makes it superficial which is dumb. The only thing I liked of legion was Bagley and Aiden pierce dlc.
