You installed outdated mods

First, don't use mod.io. Even more mods are broken there.

Second, look for mods that released/updated after DLC2, though some DLC1 mods will work fine (like cosmetics), but keep in mind mods like weapons have to be DLC2 compatible

You'll only really want to use Mod.io to download maps since they're usually few gigs and there's no download speed cap like on nexus

But again, not every map is up to date with DLC2

What I suggest doing is uninstalling your mod.io mods and installing them manually to ensure everything will run as it should

And don't use vortex, it causes more issues than helps

There's a few mods that tweak the gameplay and are client side, but replacers are usually the safest bet

He's a nuisance that's been around for a long time. You get in one of his lobbies just pause the game and open the lobby manager and block him.
