I really don't think RoN will ever have procedurally generated maps since it's telling a story through the maps it has and generally procedrually generating such maps doesn't really work out. Also doubt theyll ever officially allow for you to adjust settings for maps as well so as far as that goes you can download AI mods that change it up and maybe when a modding SDK comes out maybe it'll be possible to mod in a procedrually generated map but I don't really know as I've never worked with maps before.
